A continuation of devcast’s refsw2 into verilog.

For now, this targets de10-nano (mister) board, and I want to also make an ultra96/kv260 variant in the future.
The plan is to run a “hybrid” emulator, where a version of reicast/devcast runs on the arm cpu and the fpga does the last step of the rendering.
This builds on years of prep work (nullDC, reicast, devcast, refsw, refsw2 as well as FPGA projects by friends and other community members).
To manage expectations, this won’t run anything fullspeed on de10-nano. We’re also pretty sure the gpu will have to be cut down to fit.

Note that polly2-rtl only covers the CORE part of the Dreamcast PowerVR2 / CLX2 gpu, and the mister harness will live outside that repo.
